EPA Issues Stay of Risk Management Program Rule

The EPA has issued a 90-day stay of the Risk Management Program rule under the Clean Air Act.  RMP provides new guidance for chemical accident prevention at facilities that use certain hazardous substances and requires facility managers to publicly disclose potentially sensitive information.  VI supported the efforts of several business and industry groups that filed a petition last month for reconsideration and stay of the rule.

In Congress, Congressional Review Act resolutions have been introduced seeking to repeal RMP.  On March 2, Sens. Inhofe (OK), Cornyn (TX), Barrasso (WY), Moran (KS), and Johnson (WI) introduced a CRA resolution on the RMP rule.  Rep. Mullin (OK-2) previously introduced a CRA resolution on the rule in the House.
