STB Announces Hearing on Rail Shipper Issues

The Surface Transportation Board has announced a new public hearing for Wednesday, May 22, 2019, on railroad demurrage and accessorial charges.  The hearing is designed to address many of the concerns raised by rail shippers about access and rising costs.

The announcement noted that “Railroads, shippers, third-party logistics providers, and other interested parties will be invited to speak at the hearing and report their experience with demurrage and accessorial charges, including matters such as reciprocity, commercial fairness, operational and capacity issues, and effects on network fluidity.”

The hearing announcement follows a recent study by the Rail Customer Coalition (RCC) showing that real rates for rail shippers have increased 30 percent since 2000.  However, during the same time period, costs born by railroads only increased 3 percent.
