Vinyl Institute Statement on Comments Submitted Regarding 1,2-Dichloroethane Draft Risk Evaluation

By | February 2026

WASHINGTON, D.C., January 21, 2026 – The Vinyl Institute (VI), a U.S. trade association representing the leading manufacturers of vinyl, submitted comments to EPA for the Toxic Substances Control Act (TSCA) review of 1,2-Dichloroethane. The following statement can be attributed to Ned Monroe, president and CEO of the Vinyl Institute:

“The comments submitted by the VI and its Ethylene Dichloride Consortium (EDC Consortium) were intended to ensure that this risk evaluation is conducted in a thorough manner using the best available science. The VI and the EDC Consortium have significant concerns with the contents of the draft risk evaluation. With appropriate revisions, we trust that EPA will be able to conclude that EDC does not present an unreasonable risk to human health or the environment under its conditions of use. The VI and the EDC Consortium remain committed to engaging with EPA throughout the TSCA regulatory process for EDC.”
